disabling toolbar on initial X11 window?

Well, there's always ./configure --with-toolbars=no. :-)

But, there are a number of comments that indicate that the init files
should be able to affect the initial frame (although none of them say
so directly, they mention variables that do this or that).  However,
as it works out, the frame initialization comes about 5 lines before
loading the init files.  I'm not sure why that is so.
