What to do about the xemacs-cvs mailing list?

In some places you might want to note that commit notices are now gong
to xemacs-patches.  Otherwise, just zap the references seems simplest.

Actually, I thought the hg notices were going to xemacs-cvs, but I see
that nothing, not even spam has gone to that list since May.  Does it
really make sense to send those commit notices to patches, given that
they're basically useless for review (they don't contain a patch)?
You could redirect those to xemacs-cvs.

If you think such a write-only list would be a good idea to reduce
noise on xemacs-patches, but would prefer a name like xemacs-commits,
I can create a new list.
