Mercurial.  Keeping it in CVS is a non-starter because I don't think
there's anybody left willing to admin a CVS host (I'm certainly not),
while once it's in Mercurial any webworker who is allowed to run a
webserver can easily host the website repo temporarily (the actual
serving is done by a different host).

Volunteers welcome (I'm buried in work right now and running myself
ragged, and have never done a to-Mercurial conversion).
