Exactly!  We are talking about individuals with different preferences,
and what default is the best compromise, given a long-established
default that clearly is not great for the majority of the world.

It would also be nice if there was an easy workaround, such as
metaSendsEscape in the terminal (which I believe is available in all
existing terminals except the Windows DOS box) instead of XEmacs (but
I don't know if that works for everybody).
