Required texinfo version?

I misinterpreted the commit. What I should have said was that they all
fail because their version of texinfo (of which makeinfo is part) is
_lower_ than 4.13.

I have tried upgrading two of the buildbots and have installed texinfo
4.13 from source on the two other - but currently the alioth thing seems
to make all builds fail in the hg stage anyway.
