Required texinfo version?

I don't think so.  AFAIK, 4.13 is the newest, and in any case I can
confirm that that is what is installed on my Gentoo system and it
works fine.  So something else is going on.

The changes to use more modern texinfo constructs were deliberate,
yes.  I believe this was discussed on this list a few weeks ago, but
if not, I apologize and we'll try to be more careful in the future.
