You can always check with the buildbot how the bleeding edge situation
is. "http://www.lidell.nu/xemacs-buildbot". 

You could be specially interested in the windows builds. We have
currently three green and one red windows build. Unfortunately(!?) the
red build is not the same error as you get.

Having had a quick look at your setup a few things strike me as
interesting and differ with the buildbot windows builds:

 - You have support for X-windows configured in.  I don't say that is
   wrong but I have problems with that before. Maybe you could try to
   configure without X-support under cygwin. Normally I try to avoid
   X-support under cygwin all together. 

   You could also try to copy one off the builds that work for the
   buildbot just to see if it succeeds but add also "--with-x=no".

 - You seem to run cygwin on a 64 bit machine? That might give
   different results than the buildbot does. Those builds are on an
   32-bit XP machine.
