In that case it's a problem in your startup code, and probably not in
XEmacs core (where occur.el comes from) nor a library shadowing
issue.  (There could be interactions between an XEmacs bug and your
startup code, but the simplest hypothesis consistent with the above is
a problem in your startup code.)

Since it's related to your startup code, I have no idea why it works
in 21.4 but not in 21.5.
