It can also be done via url.el, and that would be usable by 21.4.  I
also have curl and neon ELLs which I think I've posted (or at least
posted about), but they've attracted no interest and I haven't had
time to put them in a form I'm happy to commit.  Those would also be
usable in 21.4, most likely.
