GPLv3|L8R --what years to put in the copyright notice?

OK.  Stick a copyright notice with listed authors and a 1998 date in
there, then.  Make a README.GPLv3 that lists files where you've
inserted a copyright notice and/or guessed the date and I'll try to
get back to them later.
