The only thing that occurs to me now is that maybe #'x-initialize-keyboard
isn’t realising that you have an XFree86 or X.or display--see x-init.el .
The result of (x-server-vendor (selected-device)) might suggest that, if it
gives a string that wouldn’t match the regular expression in
#'x-initialize-keyboard, #'x-win-init-xfree86 won’t be called.
