Who can help with the GPL v3 effort?

It's not in Linus' hand, anyway, since he deliberately went "distributed
copyright" with the clear intent that he was not going to be able to
change license permissions in future.  So the mess was there from the
start, basically.

I think it was at one time one (although minor) motivator to keep The
Hurd going as a project.
