I believe the documentation in the Texinfo docs (under "Startup paths")
to be up-to-date.  What exactly are the questions you have?

What kinds of questions would you like me to answer?  The new
window-config code implements the same API as the old one.  All it does
is convert the window configuration into a Lisp data structure (pretty
much one-to-one - the `saved-window' and `window-configuration'
defstructs correspond to properties of the entities they represent), and
back.
