how to force defcustom

Hello

As I wrote in an earlier mail, the variable 
vc-annotate-color-map is defined via custom. However its
value cannot be changed due to a bug, I already mentioned.

Of course I can copy its definition in a file, 
change the value of that variable manually
and then use eval-last-sexep to force the evaluation, but
how can I do this automatically when I load the file?
