That's correct (with the caveat s/copyrighted/licensed/), but Mats
wrote "GPLv2", not "GPLv2 or later".  In context, I assumed that
distinction was being upheld, but you're probably right that he meant
files that mention GPLv2 without being specific about the presence or
absence of "or later".
