That's right for two reasons.  We don't support the XKBD extension
yet.  We do support the legacy capabilities of the X keymapping model
better than any other application (that I know of) but XKBD-enabled
servers don't support that model fully.  You can't have both in the
same server. :-(

I will let Aidan speak to the issue of what "should work" in XEmacs as
it is as he's a lot more familiar with it than I am at this point, but
I believe that configuration and maintenance will be easier when we
get around to supporting XBKD.
