Maybe this is what you are alluding to, but it is a confusing situation...
In both Emacs and XEmacs, the VC stuff is actually in the Emacs and XEmacs
info nodes and there is no VC info node (which is not what I was expecting).
Some of that stuff must have "leaked" from Emacs to XEmacs. By
"leaked" I mean, for most XEmacs package modes you shouldn't have
there info in the XEmacs node, but rather a node of their own, right?

I guess it is there so that you can find out if you need to install
it or not. That's fair. But, since, apparently, it is always
installed in Emacs nothing about needing to install it appears.
So, I think that could be an XEmacs specific addition. Also, to clear
up some of the confusion, create a VC node of it's own
that should appear only if you have installed VC (although, I guess
the content would be the same). Maybe this is because I don't know
how to search all of Info for VC. I guess that is a FAQ as well.
