Of course it's legally possible. It may not apply there, but an
assignment signed in Germany is *just as valid in the U.S.* as one
signed in the U.S.
It's an important task to find a way for the FSF to accomplish its
mission under German law, too ... but that doesn't make assignment by
Germans useless to the FSF. AFAICS, IANAL, etc etc.
