Procedure for adding new packages?

Well the question was triggered by the psvn discussion lately. Maybe
we have a maintainer there who happens to be the author as well. That
makes things easier.

I was more wondering about tricky cases were package authors can't be
found, there is a lack of maintainer or even packages that XEmacs
people, reviewers, might consider not worth adding. 

But I guess each package in that category needs to be considered on
its own. So answering my own question I think posting to XEmacs Beta
suggesting the addition of a package or addition is the proper first
step.
