Windows XP does not allow folders named .xemacs

Hi Dan, 

That’s not my experience on XP; folders starting with '.' are easy to create
both under Cygwin and the native Windows build. Please type M-x
report-xemacs-bug RET and send us the contents as an email, to make it
easier for us to work out what is different about your installation. 

It may be that your ~/.xemacs folder doesn’t exist, and that the error is
provoked when you try to save your init.el or custom.el file to a
non-existent directory. This has been fixed in the trunk of XEmacs 21.5, but
I don’t think any release creates this change. You can work around this by
pasting the text

(make-directory (expand-file-name "~/.xemacs"))

into *scratch*, moving the cursor past the last parenthesis, and pressing
C-x C-e; once that’s one, saving those files should work again.
