As a way to submit a fix yes.

As a basis for a build system, like portage, I don't think so. The
packages are version controlled so merging in a new vendor version
should, in theory at least, be as easy as applying a patch to the same
version.

I guess it is also up to the maintainer how to do this best for each
package.
