Well the use case I was think about is to be able to search for a
package in more than one archive. This way an experimental version of
a package could be provided. I believe that the package system
currently only allows for one archive to be search. (But I might be
mistaken. I always build the sumo from CVS myself so I have no
experience using the package system from within.)
