As Stephen wrote: AFAIK, LC_CTYPE is *not* the right criterion for UI
localisation. That's what LC_MESSAGES is for.

I don't have a German locale set for UIs:

LANG=en_US.utf8
LC_MESSAGES=en_US.utf8

That's how it's broken (even though I wish Stephen was as agitated about
my font-locking problem... :-/).
