Mistake in packageGuide.html

According to <http://www.xemacs.org/Documentation/packageGuide.html>,  
"In addition to the system wide packages, each user can have his own  
packages installed in ~/.xemacs (Note that this will most likely  
change to ~/.xemacs/packages in the near future)." However, the  
packages.el in XEmacs 21.5.18 seems to search packages in ~/.xemacs/ 
xemacs-packages.
