[AC sjt-xft] Synch to 21.5.20

APPROVE COMMIT sjt-xft

I've synched to 21.5.20 (exactly).  This means that the post-21.5.20
fixes to configure.ac are _not_ in sjt-xft yet.  However, everybody
has been using the same configure throughout, so this should not be a
big problem in practice.

The biggest benefit (for me, YMMV) is that Jerry and David Evers's
work on lstreams is in.  There are (by design) no new features in this
commit, just the synch.

Committers: please note that I've split the ChangeLogs out into
ChangeLog.Xft (so far only in the top, src, lwlib, and lisp
subdirectories).  Fiddling the ChangeLogs was the most painful part of
the synch.  If you need to work in a directory that has a ChangeLog
but doesn't have a ChangeLog.Xft yet, please create it.  Don't forget
to cvs add!

No patch; if you want to see patches, they're on xemacs-cvs.
