With only the lisp patch, you should also see your frame briefly restored to its
old size and maximized again the first time. To remove the blinking for
the first frame maximization, you will have to wait the  C patch to go
to the main sources and binaries. 

I   wonder why people would  want  xemacs to  restore  the  frame to its
original  size once it  has been  maximized by  the  user. Moreover, the
wrong thing is  that after windiws restored  the  frame to  its original
size  and  location, the window-xemacs code  restored  the frame  to its
maximized size.
