Binary rpms and debs do not include the source files. So "accompany"
meaning "in the same package" is out. At that point, everything's
possible.
In particular, I fail to see any legally significant difference
between saying that the source for
ftp://ftp.debian.org/debian/pool/main/x/xemacs21/xemacs21-mule_21.4.17-1_i386.deb
is at
ftp://ftp.debian.org/debian/pool/main/x/xemacs21/xemacs21_21.4.17.orig.tar.gz
and that the source for
http://ftp.xemacs.org/packages/auctex-1.46-pkg.tar.gz
is at
http://cvs.xemacs.org/viewcvs.cgi/XEmacs/packages/xemacs-packages/auctex/
