If you run in the POSIX locale, XEmacs does the best it can to guess
on the basis of certain features of the text in the buffer.  The
particular setting which gives precedence to Chinese is a reaction to
past bogosity that persisted for a long time because the coding
systems that developers commonly use were favored by default.

If you run in a specific locale such as LANG=fr_FR.ISO8859-1, or
specify French as your language environment in init.el using
set-language-environment, XEmacs should give priority to Latin 1
guesses.
