The build fails for me on a x86_64 platform unless
I use the configure options

     	 --disable-mc-alloc  --disable-kkcc 

Then it works. Without these options, the build fails with:

Dumping under the name xemacs
./xemacs -no-packages -batch -no-autoloads -l update-elc-2.el -f batch-update-elc-2 /usr/src/packages/BUILD/xemacs-21.5.21/src/../lisp

Fatal error: assertion failed, file dumper.c, line 559, ABORT()
make[1]: *** [update-elc-2] Aborted
make[1]: Leaving directory `/usr/src/packages/BUILD/xemacs-21.5.21/src'
make: *** [src] Error 2
