21.4.18: shell-script mode doesn't font-lock automatically (it doesin 21.4.13)

It appears this just required manually setting the
"interpreter-mode-alist" variable.

It seems like I've had to do several things that I would have thought
would be done automatically, like setting standard load-path
directories.  Is there something I might be missing that could cause
this?
