Line continue char in 21.4.18 is "A umlaut" instead of the usual arrow

I have both Cygwin/Xemacs 21.4.13 and 21.4.18 both installed on the same
box, with the same startup scripts and load-path.  In 21.4.13, when I
view a file that wraps to the next line, it shows the little down
curving arrow that I'm used to.  When I view the same file in 21.4.18,
it shows an "A umlaut" instead of the arrow.  Is there something simple
I'm missing?
