IPA coding and UTF8

There isn’t one for 21.4. There are some IPA symbols we support that are not
supported by Unicode (except as composed characters, and we don’t have those
mappings in place) and there are some IPA symbols supported by Unicode that
we don’t support in 21.4. Yes, Mule-UCS sucks.
