*shrug*  XEmacs is, as always, user-supported software.  Shows you how
much support we get from Windows users.

Sure, everybody's got their skills and their priorities, but if you
get a chance to put in a good word to programmer buddy or you'd like
to do some admin work (eg, updating the web page to give the Cygwin
builds more prominent billing) it _will_ make a difference.

Yes.  XEmacs is now a Cygwin package, and Volker Zell builds the
package within a couple of weeks of every release.  Use the Cygwin
setup.exe instead of XEmacs's, or visit http://cygwin.com/packages/.
You can also get a somewhat stale build of 21.5.16 there if you'd like
to get some idea of what's happening in the development branch.
Current is 21.5.21, but although there have been some major internal
changes since then, the user-visible functionality hasn't changed
much.
