[Bug: 21.4.14] calc-settings-file not initialized

Dear Bug Team!
When I run M-x calc (calc-1.25), it bails out complaining about
`calc-settings-file' being nil.
What's interesting though is why *hasn't* it been initialized? I don't
think I fully understand the autoload mechanism, but here is how it's
set up:
