XEmacs/AUCTeX package remarks

It should be *system* wide, that is the problem and  thats why the doc
string  talks about administrator rights. This  is just a variable the
XEmacs  pkg system cannot know  about. Configure can,  but the package
system does not use configure. Note please that the package system
intents to work on *all* platforms. (See the previous discussions we had.)

I   don't see the   point, the  users uses   an  XEmacs  pkg,  not the
mainstream auctex pkg. When I shall announce the release I will mention
the fact  that  now such a message  will  appear. However this message
should be as kept as simple and  short as possible  (and I am not sure
it is anyhow) putting political correct statements of this sort do not
help.

This message will be a test, if indeed people write zillons of
complain I might delete it.
