[Bug: 21.4.15] find-file doesn't run dired from a file buffer

Dear Bug Team!
I have the variable find-file-run-dired set to t, but when I try to open dired
with find-file it does nothing if I'm in a file buffer. From *scratch*, or some
other buffer not associated with a file, it does open dired. Any ideas?
