But then you have the equivalent of an ISO 2022 coding system with G0
designated to something non-ASCII at initialization; by the time you
get to DFC_* stuff, you know the optimization doesn't apply.

If this isn't good enough, then I've completely misunderstood what
you're trying to do.

And if this is not true of mswindows-multibyte, good grief.  Windows
sucks far worse than I thought.
