Tramp to be considered in file-remote-p

tramp-version "2.0.36" works fine for me in XEmacs 21.4.15 and
21.5-b17 in native Windows.

Are you using the correct filename syntax of the form:

See
(info "(tramp)Filename Syntax")
inside your installed XEmacs.
