ecb-activate renders my 21.5-b17+ XEmacs useless

Hi Klaus!

There are not any precompiled binaries for the beta series.

Since you already have an XEmacs installed, you could give my build
package a try.

You can use it to explore the process and any obstacles.

I would be thankful for feedback on the build package and should be
able to roll a few quick fixes if necessary.

You'll need a cvs executable which I'm sure you have, and Visual
Studio (you should be able to get by with cl.exe and nmake.exe alone).

Since we live in the same city, adidas network might also work to get
a recent 21.5 native Windows installation ;->

My bug report is for a native Windows build.  I don't know whether a
cygwin build will expose the same problems.
