Viewing your message in VM crashes XEmacs if vm-mime-use-image-strips
is set to nil, but not if it's set to t.

I suspect that you have vm-mime-use-image-strips set to t, which would
explain why it doesn't crash in VM (VM feeds it to the "display"
program, which sanitises the image), but does in w3 (which passes it
directly to XEmacs' GIF decoder).
