problem in configure with ptys

Yes, we remove this check because we have to use autoconf 2.59
because that is what we have in the current version of SuSE Linux.
We cannot use autoconf 2.13 only for XEmacs.

We have a patch to make the configure script work with autoconf 2.59.
I attach it here.
