shift-down and the set-mark-command (debian, kde)

I had this when I first started to use 21.5.17, but then it magically
stopped.  I don't know what was happening, and I'm not sure I can find
out.

Please use the M-x report-xemacs-bug, perhaps the real developers can
give you some more info.
