shift-down and the set-mark-command (debian, kde)

Hello 

I   am usually very much  used  to set  the   mark, with control-space
however  I noticed a strange  thing concerning  the shift-down key: as
for all kde applications   the mark seems   to be set in XEmacs   when
execute shift-down, that is I can kill the 'marked-region'


however sometimes, it looks that the 'mark is not set' also it appears
so, for example I mark a region and what to comment it, then sometimes
I am told, region not marked.

Can somebody please enlighten me.
