Does it? Can you explain a bit more?
Let me take the step to cvs-controlled xemacsweb/cgi-bin configuration
first, if that's OK with you.
Sam, could you please change the synlink
(xemacweb at gwyn) /archives/http-xemacs $ ls -l cgi-bin
ls -l cgi-bin
lrwxrwxrwx 1 root root 24 May 18 09:27 cgi-bin -> /web/http-xemacs/cgi-bin
(xemacweb at gwyn) /archives/http-xemacs $
to point to /web/http-xemacs/xemacsweb/cgi-bin

Sam, another issue:
Back when I wrote
http://article.gmane.org/gmane.emacs.xemacs.beta/14981/match=web+list+search+broken
I was able to find matches over maultiple years for xemacs-beta.
Now the index only goes back to May 2004.

Is there a chance will still have an intact index up to April or so?
I have no clue what could have cause the index loss between Jun 6 and
Jun 11 (when I noticed the missing matches), as documented in
http://article.gmane.org/gmane.emacs.xemacs.beta/15035/match=web+list+search+broken
Regenerating the index starting at 1998 would be a drag, I guess.
