Are you using AUCTeX or the original TeX mode?  If the former, you
should report to AUCTeX: auctex-bugs at xemacs.org is an alias redirected
to the AUCTeX maintainers.  It may well be an XEmacs bug, but they are
the ones who will be able to isolate it most easily.

If you're using the tex-mode.el distributed with XEmacs, then it's
XEmacs's responsibility, but nothing is likely to be done in the near
future, because as far as I know none of the maintainers uses that
mode ever; everybody uses AUCTeX.  A patch would be promptly reviewed,
of course.
