Optimistic.  We could pull the old release as fast as someone decides
to, putting out a new one would take longer.  I think a reasonable
upper limit is 48 hours, though, for the source.  We had a DOA around
21.4.4, and I turned that around in about a day.  Took shit for
announcing that the bad release was "withdrawn", too.

But Windows binaries?  Who knows....

We always do on the stable branch.  There's no such thing as a
"release" from the trunk, so it's not an issue there---just check in
the fix.  There Steve's right; it's about 30 minutes to actually build
the release by my process.  We'd want to do it on ftp.xemacs.org
because uploads can be horribly slow.
