Please help fixing broken external hyperlinks in XEmacs

Hi All!

Broken external links in the XEmacs Website are down to around 3%.

To get lower I need your help.

To find broken URLs by XEmacs file, use
http://www.dk.xemacs.org/linklint/urlfailF.html

Please don't throw out any links unless you can confirm they are
really dead.

I have archived a history of linkchecks and can provide advice if
needed.

Here I have attempted to find people most likely able to judge/fix
these broken links.

Could those addressed please see whether they can fix some or all of
these broken links or suggest others who might be able to.

I realize some of this content has upstream sources to track.

I'll leave it with those maintainers whether it's better to fix
upstream or here and feed back to upstream.
