Xemacs windows setup error

I have downloaded (twice) setup.exe from xemacs.org, version
1.2.2.22
I am choosing "download from internet", adn thereafter, install from 
local package repository.

The setup runs to finalize, saying everything OK. But no executable or 
icons are installed, only the extension packages, in the folder 
c:\xemacs-21-4.13

I have installed earlier versions without problems.
