Yes, but it's not only me.

The former.  There's no maintainer specified and nobody of the XEmacs
Development Team seems to be needing MEW that damn much to keep it in
sync with upstream.

The best way is to post a message to xemacs-design at xemacs.org which
describes the package and its value for the community.  Along with the
package should come a package maintainer, just to prevent it from
getting stale after a first import.
