[Novalug] Blocking ctrl-alt-del from rebooting Fedora 15 box

The Fedora group decided to stop using inittab to configure blocking
Ctrl-Alt-Delete and it's now handled by
/etc/systemd/system/ctrl-alt-del.target.  However, that file does not
exist.  I've read online that making a soft link to /dev/null would block
it, but that doesn't work, either.  Does anyone have a solution?  Google is
leading me down blind alleys.  Thanks.
